Colonel Frank “Speedo” Latt was commissioned as a Marine Corps officer in May 1992 via the Purdue University Naval Reserve Officer Training Corps where he earned a B.S. in Civil Engineering.  He received his “Wings of Gold” in August 1995 and completed his initial F/A-18 training with the Marine Fighter Attack Training Squadron 101 Sharpshooters in 1996.

Colonel Latt’s operational assignments include: Marine Fighter Attack Squadron (All Weather) 533 Hawks from 1997-2000 serving in various administrative and operational billets, participating in a Unit Deployment Program deployment to the Western Pacific and a combat deployment to Taszar, Hungary in support of NATO Operation ALLIED FORCE flying combat missions over Serbia and Kosovo; 1st Battalion 2D Marines from 2000-2001 serving as the Forward Air Controller, Air Officer and Assistant Operations Officer; Marine Fighter Attack Squadron 312 Checkerboards from 2001-2004 serving as Airframes Officer, Quality Assurance Officer, Pilot Training Officer, Assistant Operations Officer and Operations Officer while executing a combat deployment with Carrier Air Wing ONE aboard the USS ENTERPRISE in support of Operations IRAQI FREEDOM and ENDURING FREEDOM; and Marine Fighter Attack Squadron 251 Thunderbolts from 2008-2009 serving as the Executive Officer.

Prior to assuming duties of the 2d Marine Aircraft Wing (2d MAW) Assistant Wing Commander, Colonel Latt’s staff assignments include: Headquarters Marine Corps Commandant of the Marine Corps Office (CMC) 2005-2008 serving as Aide de Camp to the 33rd and 34th Commandants of the Marine Corps; 2d MAW (Forward) in 2009 serving as the Battle Captain running the Tactical Air Command Center (TACC) in Iraq during a combat deployment in support of Operation IRAQI FREEDOM; Joint Staff Force Structure, Resource and Assessment Directorate (J-8) from 2013-2015 serving as the Global Force Management Branch Head in the Forces Division; and Headquarters Marine Corps Programs and Resources Directorate (P&R) from 2015-2016 serving as the Resource Analysis Branch Chief in the Program Analysis and Evaluation Division.
 
Colonel Latt’s command billets included: Commanding Officer Air Operations Division, Marine Wing Support Squadron 273 Sweathogs in 2001; Commanding Officer Marine Fighter Attack Squadron 312 Checkerboards from 2010 through 2011 participating in a combat deployment with Carrier Air Wing THREE aboard the USS HARRY S TRUMAN in support of Operations ENDURING FREEDOM and NEW DAWN; and Commanding Officer, Marine Aircraft Group 31 from February 2017 to July 2018. 

Colonel Latt has military occupational specialty ratings as an F/A-18 pilot, an Aircraft Maintenance Officer, a Joint Terminal Air Controller, a Weapons and Tactics Instructor, and is a Joint Qualified Officer.  He is a graduate of the Marine Corps Amphibious Warfare School (nonresident), the Marine Corps Command and Staff College with a Master of Military Studies degree, and the Dwight D. Eisenhower School for National Security and Resource Strategy, National Defense University with a Master of Science degree in National Resource Strategy.  

Colonel Latt’s personal decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal with 2 Gold Stars, Air Medal (Fourth Strike/Flight Award), Navy/Marine Corps Commendation Medal with Gold Star, and the Navy/Marine Corps Achievement Medal with Combat “V”.
